The on-line system rolls to the next day at 8am eastern.

I made my ADRs last week at 6am!

With the possible exception of a small window of time overnight when they do maintenance, you can book online at any time. However, the next day of booking availability doesn't show up in the system until it rolls at 8 am Eastern. So if you're calling exactly 11 months (home resort) or 7 months (non-home resort) from your check-in date, you need to wait until 8:00 am Eastern. If you're already within the booking window, you can book at any time.

Edit: just noticed there's a mixed reply to this thread. My answer was with regard to booking DVC Villas. Others commented on making online advance dining reservations. I don't know what time the dining system rolls to the new date.
