One way car rental?

What month typically will the rental car companies give good rates to get cars in the north east to get more vehicles towards FL? I recall seeing some great deals on a one way but for the life of me can't remember when these were.

My recollection is that it's during late October to mid-November, just before the holidays and the winter tourist season in Florida. That's when they need lots of extra cars here.

I gave up trying to figure out the car companies. I wanted to rent a car in Phoenix and return it in Tucson, which is maybe 2-3 hours away. they wanted a $100 per day surcharge for one way rental. Crazy
