1- Yes.

2- If you are staying at a WDW resort, you can make your 3 FP+ reservations up to 60 days in advance of check-in.

If you are NOT staying at a WDW resort, you can make your 3 FP+ reservations on the day you are in the park, at a FP+ kiosk.
