due to health issues of my nephew we need to wait to get his flights. Can I book DME using the flight numbers of the flights we will use ( but not actually have the tickets). when we do get them so I can get the bag tags sent now because we are getting close to OCT trip

No problem doing that. For your flights into Orlando, your flight information really doesn't matter. They automatically pull any luggage with the tags behind baggage claim and they will put you on the next bus to your resort when you arrive. You don't have a reservation for a specific bus. Going back to the airport, it is important that the information is correct because they schedule your return bus by that. But you can change that even after you arrive. I've had trips where friends arrived on different days, they just arranged their return in the lobby.
