No, he doesn't appear anywhere at WDW as a meetable character. You can see him in the Festival of Fantasy parade but he's not a person in a suit, he's just sculpted onto the float.
He appeared in the castle lighting show (wow was that a bulky suit). He meets at Disneyland, and there's an "animatronic" Olaf on the roof of the Anna/Elsa meet and greet there.
That's too bad that Olaf is not even in the parade or at the sing along. We saw the Christmas Parade on TV and my DD was so excited to see Olaf and was hoping he would be somewhere in the parks even if it was not a meet and greet. This sure seems like it would be a hit for every age range, boys and girls, etc. Maybe someone at Disney will key in and quickly add him - maybe I will wish upon a star.
Darn. My DD6 would stand in line for 2 hours to get a hug from an Olaf character. Thankfully she doesn't care about meeting A&E so I don't have to worry about wasting a FP+ on that.
I hope they add him. They had his statue in DTD X-mas of 2013, so I got a picture with that. It turned out cute, but I'd still love to meet him. I don't care about A&E, but I've always loved all things snow related. I think it comes from growing up in Texas. You always want what you don't have.
