It is a very personal decision as to whether or not you want to stay at the POLY during the construction and possible closures. Some people don't mind the upheaval, others do mind.
For what its worth, we changed to the CR for our trip this month. We loved the CR. With the unreliability of the monorail these days, it was great to be able to walk from the MK to the CR. We loved the huge, comfortable rooms and the view from the tower was amazing. Our granddaughter watched the
MVMCP fireworks with us from our balcony. That was the highlight of our trip for us.
I went to visit the POLY while there and I was happy that I switched to stay at CR. The construction wasn't really that noticeable in some areas, but I would be upset if I were in a room where it was visible. Some people have to stay in these rooms where the impact is greater and we just didn't want to risk it. Also, the lobby seemed a bit shabby with stained carpets on the stairs, for example. I decided that it was probably time that the POLY was given a major overhaul. In a couple of years, when the work is finished, we will go back to the Poly again. Meanwhile, I am glad to have given it a pass for this trip.
When making the decision on where I want to stay I suggest asking "What is the worst case scenario if I choose to stay here? Will I be OK if this is what happens to me?" If the worst case scenario is something that I won't want to live with, then I change plans to somewhere that works better for us.
Construction has 3 possible negative effects: noise, inconvenience and atmosphere. These will be most evident during the daytime. If you spend the day out in the parks, the impact will be minimal. If you plan to spend a lot of time at the resort, there will be a larger impact.
There is a possibility that there will be construction such as what you are seeing now plus the themed pool will be closed and some work going on in the lobby area of the hotel. For me, that is too much disruption so I would opt to stay elsewhere during a visit to WDW for the next year or so. There are so many wonderful places to stay in WDW, you can hardly go wrong wherever you decide. We enjoy every one (and have stayed at them all, usually multiple times each).
