My account was activated once I bought it at
disneystore.com. Did you buy it yourself, or was it a gift?
The membership was a gift from my DH. After several emails to Guest Services I received this email:
"Dear Disney Guest,
Welcome to
D23, the Club that?s made for you and me!
I?m so pleased you have joined our magical club! To activate your D23
membership as quickly as possible, please follow the appropriate steps
below.
Are you registered?
Please reply to this email or send a new email to
guest.services@disneystore.com requesting your account be activated.
Please include your log in name, first and last name, D23 Member ID
number and email address connected with your D23 membership.
Not yet registered?
If you are a Guest who has never registered at DisneyStore.com, please
follow the instructions below.
1. Go to
www.disneystore.com
2. Click on the ?Log in? link at the top of the page
3. Click the ?Register Now!? button
4. Enter the required information.
Once registered, please send an email to
guest.services@disneystore.com
requesting membership activation. Please include your log in name,
first and last name, D23 Member ID number and email address connected to
your log in account.
Please allow 24 hours for process completion. When your D23 Membership
has been activated, we will email you as quickly as possible to let you
know.
Thank you for your continued interest in Disney and once again, welcome
to D23!

I followed the steps and will post back any results.
**Update**
I followed these steps and was able to have the membership activated. It took less than 24 hours.
