Can I link an old ticket to old magic band and add fast pass for upcoming trip? What is lead time off property to book fp+ for rides?

Yes, that works and it is 30 days prior to each park day for booking FPs.

Nothing is on your Magic Band. Magic Bands are just a way to access the information in your MDE account, so once you add the ticket to your account, the Magic Band will be able to access it.

What does "old ticket" mean? If you're referring to one that's already been used, then you can't link it to your account for FP+. You can book 30 days in advance if staying off-site.

And putting it in so many words, that is true ONLY if guests have a valid ticket connected to their MDE account.

That means that most guests would have to make a new purchase of a ticket or AP on-line or over the phone from Disney, or any of the authorized ticket sellers and discounters available, and do so BEFORE they can make any kind of advanced FP+ reservations.

And, restating further, there is NO NEED for guests to have a MagicBand in order to make or use FP+.
