Is there a way to pre register our guy for the oceaneers club, or should we just wait to we get on the ship. I couldn't find a pre registration link on the website

I believe that's something that's done during online check in. You can do it at the terminal before boarding, also (at least you used to be able to, don't know if that changed during COVID).
 
All passengers in the 3-12 year old age group are automatically eligible for the kids' programming, so you don't need to register when you book online activities the way you do for the Nursery.

Pre-COVID, there was a page during Online Check-in for families with kids 3-12 at which you could indicate who was authorized to pick up the child and provide the password to be used for check-out. My kids are now too old for the Club/Lab, so I don't know if that is still part of Online Check-in.
 

Yes this is done during checkin. I remember setting a password and checking off that the kids can check themselves out. However, we didn’t know that the first time the kids check in (outside of open house), a parent has to go with them. My kids went to check themselves in then I got a message that I needed to come to the club. They just asked if there were any medical or other issues and I think confirmed that the kids were self check out.
