From reading this thread, it appears that these must be THE most controversial, cutting edge, CM taunting, seizure-inducing, sticky-fingered guest-tempting devices ever created. The only thing they won't do is choke a hungry peacock.
It's just LED lights, for cryin' out loud.

As someone upthread, those can and do trigger seizures in people with various medical conditions. I personally wouldn't use them. Something that doesn't flash would be better.
My main concern would be that a red flashing light means danger - would it cause some kind of security issue in the stroller parking? I wouldn't want to cause a security issue with my stroller 
That is true for you, but for some forms of epilepsy they trigger a seizure pretty much instantly, do if you don't know they are coming, there is no chance to protect yourself. I wouldn't expect to see one on the handle of a stroller.I suffered with seizures for years after brain surgery so I agree with certain things can trigger seizures. For me, no lights ever did trigger a seizure but after the surgery, it was difficult for me to see the pulsing lights on any emergency vehicle or school bus. Not the emergency lights but the constant pulsing ones. I certainly couldn't expect those not to be used so I averted my eyes or closed them depending on where I was and what I was doing. I think it took a minute to move on from the situation.

Plenty of places.I won't qualify myself as an expert so I will take your word on that but wonder where else in the world that will happen besides Disney World.
