Uncle R is right. I can't think of any 1TS restaurants that I would consider even remotely romantic. They are all terribly crowded and noisy with average or below average food. Ragland Road is one of the least romantic, IMO. Just a boozy, extremely loud pub atmosphere -- at least when we were there. I left with headache from all the noise.
I would say you might be able to find a bit of romance at Marrakesh. It is often not terribly crowded and the music and belly dancer are pleasant.
Uncle R correctly notes Kona is a glorified coffee shop.
Another possibility -- Maya Grill. It's a fairly large restaurant and, assuming there aren't tons of convention patrons at the time you go (early, preferably), you may be able to find a fairly quiet table for two -- plus a walk around the lake after dinner can be very romantic.
We have found some romance at Grand Floridian Cafe, but only if it's late. We used to enjoy it around 10 p.m., but I don't know that it stays open that late anymore.
Other than that, I'm stumped.
