if disneyworld.com is showing availability at the DVC resorts for rooms at rack rate, does this mean that there should be availability for DVC members to book? or do they hold a certain number of rooms back for people to pay cash for?

Not necessarily. The DVC inventory and Central Reservations for Disney World are two different enventory groups. Rooms available at CRO are often rooms that have been traded out by DVC owners, so DVC no longer has access to them. The "points" for those rooms have already been used by the owners for a trade either into the Disney Collection or a cruise. That means DVC can no longer have access to those points (rooms), or it would be double booking them.
They do hold back and/or acquire points throughout the year that they then sell for cash reservations. This is inventory separate from the inventory DVC members can book using points and you can often find units available for cash when there isn't any available for booking with points.
thanks so much for the quick answer, its been driving me crazy trying to figure out if there was availability or not. i've had a couple of people say my choices were sold out, but i didnt know if they would become available again or not.
