Non-Disney buses at MK stops...why?

The following is part of a post I put on the trips report board...
" We were waiting for the bus to CS. While waiting we witnessed at least 7 buses that were not Disney buses pull up to the stop right next to ours and unload passengers. A Disney castmember waved them into the area, they unloaded then took off. The castmember was perturbed when one bus driver overshot and parked at our loading area for CS. What we don't understand is why these buses were allowed to unload here. I want to post to the transportation board with that question. "
I was just curious why they were there? Any one know?
 
During peak capacity times, such as Christmas and New Years, and other holiday times), we need more than the 265 buses that we already have. In such a case, Disney will charter coaches to help out with the extra load demands. We usually try to charter out with Mears so that we can get Disney Cruise Line coaches, but sometimes those coaches are already booked, so they'll use standard Mears coaches, Grant Transportation, Dynamic, or another company.

It just seemed so odd, the people getting off the buses appeared to be tour groups of some kind. The buses didn't appear to be Mears but I can't recall the name of the buses. It may have started with an 'L'. They had some kind of 'card' in the window that said something about 'Holiday 2003'?
I guess I always assumed that the bus stops at the Magic Kingdom were for guests of the WDW resorts. I had the feeling these people weren't staying on property.
One other thing, these were only unloading, not loading.

It could have also been that the tour groups were either special Disney groups, or just plain lost.
 
It was probably either tour groups with special allowance (for some reason) to unload there- or like chip said... buses to help out with the Holiday load.
I stayed the trip before last offsite- using that hotel's shuttle- and they ALWAYS dropped off at TTC, never right up at MK.
