I've witnessed both bus drivers and security stop and pick up pedestrians on roads. There is a sign on the road outside the entrance to AKL that forbids pedestrians.
As far as I know, unless a route is marked (the walkways from Epcot resorts to Epcot/MGM or the walkway from the CR to MK) there are no pedestrians ALLOWED on the roads in WDW. Of course, just because it's not allowed doesn't mean that it doesn't happen.
