To a large extent the number is irrelevant because this much is clear, it was a multi-year budget and that means it can be changed at any point in the future. Even digging a hole in the ground doesn't actually commit Disney to finish construction (though it might be awkward if that hole was Echo Lake). Is it $2.8 Billion or $2.5 billion or $3 billion? Doesn't matter really. We can't prove the figure certainly, but it's hardly worth any time trying to disprove it.
What matters is that it's a multi-phase plan two of which are close to guaranteed (barring some sort of massive crash), phase 3 likely if they can stay in budget on the first 2 and phase 4 at least possible.
Agree...and that's why it's pointless to point out/stick to a number in the first place.
All these numbers are changed by a combination of whim/accounting on every or any single day...and in the end, it's really hard to ascertain if they ever spent what they say they did...or didnt.
