Where I work there is trend when it comes to change....people love to try things out on a smaller scale and call it a "pilot" -- pilot being political jargon for "let's just call it a pilot so we can get people used to the idea, let them see it's not too bad, tell them it worked well and then implement it more broadly." I could totally see Disney doing this with tiered pricing -- let's try it at DL, see how it goes and how it affects attendance, work out the "kinks," etc...and then they'll go ahead and do it at WDW...but then again...I don't doubt the might just do it everywhere all at once!
