Well I didn't have that on my bingo card! But I suppose I'll need to go so my tagline remains true. When we did our all-parks-in-one-trip back in 2019, it would have been easy to add Abu Dhabi between Paris and Shanghai without going too far out of the way.
 
Articles I see online make it sound like Disney basically has a licensing agreement working with a local developer and will mainly get royalties and isn't actually investing capital.

I would imagine it will mostly appeal to those who live in that part of the world. Don't see a lot of people from the US wanting to go there when Disneyland/Disneyworld is much closer and more developed.

This is true of most of the international resorts. The only one Disney owns is Paris. (And that only happened after the original developers struggled to make it work and Disney bought them out years later.)

And of course the target market is not Americans. But some will visit just like the other international parks.
