new 4/3 deal question

Since PIN codes are coming out with this type of deal now, I'm hoping that the next general deal will be similar. I know the free dining deal came out for Disney Visa holders first. Does anyone remember if the most previous 4/3 offer came out for Disney Visa holders first or was it just released to the general public?
