National Car Rental Fee Question

I checked National Prices using Sam's Club Contract Number and Coupon number. The price includes a Concession Fee ($13.48). If I use the Priceless contract number with the Sam's Club Coupon, I don't get the fee. (I saw the priceless number on this site)

Does anyone know if they will add the fee when I actually rent the car? Also, will they ask for documentation to get the priceless discount?

I've used the priceless code many times and have never been charged the fee. For some reason, it's classified as a corporate rental, which doesn't get charged the fee. I've never been asked for any documentation.
