hey it worked, it's not too big anymore.

To make the frames in PSE 4 (which is what I have.)

Go to the top and choose resize canvas. Where the numbers are you just change them a bit. For example if it says the size is 4.0 X 6.0 I usually add a couple numbers to make it say 4.2 x 6.2, then go down to the bottom where it says color. You can pick custom and use any color you want. Choose your color then hit ok. Then you can go back and play around with more.

For this picture I changed the canvas size by .2 on height and width, and chose black. Then I changed it again, this time by .4 and chose the blue color. Then I sized it again, this time by 1 inch and chose black again.

I hope that makes sense. :)
 
Thanks. I just found out that Photo Shop has different frames to choose from. Here's one that I picked:

if you are using PAint Shop Pro , just go to your tool bar click image and then picture frame, there are some nice frames built into the program

Thank you. It did make sense and I was able to do it. Now I would like to find these preset frames others are talking about.

I actually added her in microsoft publisher, then saved it and added the sparkles in PSE. If you have publisher I can walk you through it.
