MVMCP - Stupid Questions

These ma be obvious but I read the sticky and the official description, and either I am totally dense or just missing something so any help would be great.

First, does this happen after the park closes? If yes, why is the online ADR telling me I have to buy these tickets if I want to have dinner at Tony's? If not, where do people who don't have tickets go inside MK? If the MVMCP is after hours can you go to other areas of th park?

Do they not turn on the Christmas lights/decorations til the party starts?

PS what is the Osborne lights thing?

1) Without a party ticket, you can only schedule and ADR in the park up until, but not including, 7 PM. Then you can eat and they will escort you to the exit. They will blindfold you so you can't see any of the party stuff on the way out. OK. Just kidding on that last part.....

2) Without a party ticket, you must exit the park by 7 PM on party nights. No fireworks or night parade on those nights unless you attend the party.

3) They light the castle every night prior to the park closing. Don't miss it. Pure. Disney. Magic.

4) Osborne lights are at DHS. No party ticket needed. It's amazing and not to be missed. Turned on every night around sunset.
