Last week mine wasn’t working at busy times. So I had to do order in person a few times. Just tell a cast member at the door and they will let you in. Maybe had to wait on average around 5 minutes before they let us in.

So, if the place I want to eat doesn't have any open times for Mobile Order, I can still go there, wait in a real line and get a table and some lunch?

Depends on the restaurant, but in my experience (one trip in April, one trip Labor Day Weekend), there was never any shortage of time slots, even at peak lunch and dinner time. We never had any trouble getting Woody's Lunchbox, Docking Bay 7, Satuli Canteen, etc.
