It is not available from anywhere on Disney property, currently only from those named resorts. It is available to anywhere on Disney property however.

It's only currently available for use by guests at those resorts. But transport, for those guests, is available to and from anywhere on Disney property. During our stay at the beach club we were picked up from Animal Kingdom, Disney Springs and Magic Kingdom, and also from AKL which was not at that time one of the eligible resorts for Minnie van.
