So were back from our trip....Had 154 photopass pictures taken. Since photopass has changed I want to make sure I understand it -- I obviously did not purchase it before I went on my trip so I cannot do the $169.00 BUT I can buy all the rights to download all 154 pictures for $199 AFTER trip right? or each picture I choose to download is $15.95 per picture correct?

You got it. And if you want to add a border or stickers to your picture and still have the plain version, that would count as 2 downloads.
