So what about Donald in Mexico, Marie in France, etc? To me the difference between a make belive cat and a make believe Norse god is slight. As a matter of fact the Norse god is much closer to the Norway theme than a make believe cat is to France's theme.
Capt America may be a reach for the America land though since he does sort of stick out with the serious theme.
But those are "Disney" developed characters not something they bought. And yes I know about Winnie the Pooh but they are grandfathered in and have a long rich tradition with Disney.

Born in Bavaria to the blue-skinned shapeshifting mutant later known as Mystique, Kurt Wagner was shunned at birth due to his having blue skin, pointed ears, fangs, and a long pointed tail.
