IMHO, $73 pp for BWV is not too high.
The higher pp cost for small contracts comes in with closing costs - usually the buyer pays those. Closing costs spread over a small number of points can really make the pp cost high. (For example, if it costs $250 to close, that adds $5 pp to the cost if you are buying a 50 point contract. If you were buying a 250 point contract, it would only add $1 pp. Closing costs are per contract and do not vary with the number of points), I'm betting that is what Dean meant.
