Can we make a reservation or eat at Chef Michey without being a guest of the hotel?

Absolutely! Anyone can make a reservation (ADR) for any WDW restaurant at any time as long as it's 180 days or less in the future. The easiest way is to use the Disney World website www.disneyworld.com and at the top of the screen where it says, "Where to Eat" the top option is "Make Dining Reservations." It's very easy!
