Anybody staying at a Disney owned resort can use ME.

We rented points from a DVC owner (BCV) & used ME July '06. It was a great experience.

Yes if renting the Member has to set it up, then you can call and make changes through ME directly if needed to after it is set up.. (as you can no longer call MS)
