Magic Bands vs Fast Pass? Are they a must?

I think FP+ will take some time to sort itself out. My niece is going with her 4 yo child and it helped her planning as she can shorten her park time and not have a cranky 4 yo. Now I do believe MK should have at least 4 and the tiering system at EPCOT and HS is strange. Bottomline there are not many rides at those 2 parks that ever required a FP and you have to pick which one.
One thing I noticed on this forum is a similar experience that I have had at the parks. If you get there at Rope Drop and and after about 8 PM the wait lines are not that bad. The only exceptions are TSMM, Soarin and Test Track. Those lines get busy shortly after Rope Drop and do not get much better until closing.
When I go I would like to use EMH. My question is does the Boat to MK and busses to the other parks run an hour earlier to take into account a morning EMH for the park that has morning EMH?

Thanks. I often take advantage of EMH, but last time when we stayed at Fort Wilderness we ended up not going to the parks during EMH. More just how the schedule happened. Didn't have major problems using the bus/boat system but this was something I didn't experience.
