If you're making that decision on her, don't. You can't decide based on her, that's how rare she is. I would go based on which one you want to do.

We went to the Storybook LUNCH. I have no idea about b-fast or dinner.

We went the last week of November 2006. So, pretty recently!

You know, there is a hotline that any CM can call to find out when/if a character will be out and about. We asked an Epcot CM while we were there and she was able to call and tell us when & where to find Mulan. So, you may try that!

(but I could pretty much tell you that Mulan, for example, often appears with Mushu at the China pavilion in Epcot)
