What a cutie picture!!! Okay cute probably isn't what you are looking for, but I love it!

Fortunately you could probably get that reprinted w/o the ink spots. They could do a positive to positive copy at a local camera store, and then digitally remove the spots for you. Or you could just scan it in and remove it easily in Photoshop or the like as well

The funny thing is that's not really dress blues..The bring you in their one by one and have you put on this velcro shirt that only comes to the waist..Everyone put on the exact same *fake* shirt and they snap the pic then go on to the next person

I can vouch for that LOL. Navy does the same thing.
 
Ok, my computer is all weird again, I can't see a picture. I am assuming it is you in your military uniform.
 
Un-du (an adhesive remover) also makes a PhotoCare Solution that will remove ink from photos. Look for it at your local camera store.

You might even be able to use Un-Du on it. Its widely used in scrapbooking for removing items from a page. Then the adhesive dries again & can be restuck. Leaving no trace of liquid or adhesive. Dries quickly. I've used it right on the tops of photos with no problems.

Its got lots of uses around the house too. Removing labels, stickers.... Come right off. It can be found at WalMart, Home Depot......

I try to hide all my photos from that age (big hair and all;) ) but you look great!
 
You might be able to order a new print. I don't know how far back you can get them, but it's worth a try. 843-228-1555 Also, these photos are NOT copyrighted, so if any photo place gives you problems, fight them until they make your copy. I had an awful time with Walmart, getting my brother's photo put up on the wall for Veteran's Day - even after the manager printed out a paper saying they over look copyrights for this day, the witches still fought with me for 45minutes until I won... and the lady got a good piece of my mind. I refuse to buy photos there now.

My brother was the lucky recruit that had to fit all the other recruits in his platoon with the mock dress-blues... by the time it was his turn to get his pic taken (one of the last), he was all sweaty and gross from running around.
