That's from "Watching The Detectives," by Elvis Costello. It's a song from his 1977 My Aim Is True debut album (one of the greatest ever IMHO).

You're right on target about it being less than straightforward (a critic once insightfully said "Costello's lyrics reach beyond cleverness and often approach Shakespearean density.")

Because of that, there are scores of interpretations out there of what "Watching The Detectives" is supposedly about. The most popular revolves around it beings a cynical decription of girlfriend who is watching a tacky detective movie or show on TV. That theory is supported by my favorite lyric from the song:

"I don't know how much more of this I can take.
She's filing her nails while they're dragging the lake
."
