We went Jan 31-Feb 7 and we really enjoyed it.
The South American kids are there, chanting, all over the place

BUT they all seem to go to the same park on the same days, we only ran into them on our first MK day and our AK day, the other days we didn't see any. They take up walkways and block things and were overall pretty rude. It was impossible to get a picture of my daughters in front of the castle without them jumping in the picture in some way on our first MK day. We stayed at a moderate so they were not at our resort but if you are at a value it is likely you will encounter them...OR...
the dance teams

there were also some dance teams there, they were much less obnoxious at the parks and didn't seem to tour the parks as a group anyways, I'd see their shirts throughout the parks but it seems they mostly toured with their own families. The only time saw a lot of them was DTD at dinner one night. My bet is most of them stay value as well.
Refurbishments are a given at that time of year too. We had pretty decent weather, 3 days in the 80s, 1 in the 70s, 3 in the 50s/60s. Not necessarily the best swimming weather (we did swim one day though and it was beautiful, we had no interest in the water parks) but that is pretty great park weather. We had rain two of the colder days and on one of the 80 degree days there was a passing shower we missed completely while we were in Enchanted Tales with Belle.
The parks were overall pretty great as far as crowd levels were concerned. My recommendation is if you see the tour groups try to tour a different area of the park until they move on
