Car, shopping cart, stroller, wheelchair, feet... It's a matter of personal responsibility. It is your responsibility to watch where you are going and not run into anyone else. Having said that, accidents happen (otherwise we wouldn't need insurance companies). If an accident happens, be gracious and move on being more careful.
When I am driving, pushing a shopping cart, stroller or wheelchair, or walking it is my job to know exactly where the "end" of the car, stroller, wheelchair or body is and to adjust my speed to my surroundings. I don't go along with the theory that "I can't see where the end of the wheels are", IMHO try overcompensating and giving a few extra inches of space.
The whole "no brakes" and "it takes quite a distance to stop" means you really need to be even that much more vigilant in your attention. It should not be an excuse to use your vehicle (car, shopping cart, stroller, wheelchair, feet) as a battering ram.
