I believe they are due on January 15, but then my correspondence said there is a grace period until February 15. So I guess they're really due on Feb 15.
Please note that if you plan to stay on points before Feb 15, they will want you to have paid your dues before that time.

Q: When are my annual dues due and how will I know how much to pay?
A: Annual dues are due January 15. They are calculated based on the calendar year, not your Use Year. The amount you pay in annual dues is determined by your ownership interest. You will receive a proposed budget every year for the following year, and an annual dues statement will be mailed to you after the annual condominium meetings and before the end of the year. Payment may be made either in one lump sum, or in monthly installmentsa very popular option for our Members. (The monthly payment option is only available on a direct debit basis from a U.S. bank account.)

Dues are payable on January 15. There is a grace period until February 15 where no interest or penalty is charged.
However, if you have a trip planned in January-February, your dues must be paid at the time of your trip. This is just protection for DVC against someone who might be going to default on their membership. The person could take a trip and then not pay the dues if they intended to let their membership lapse anyway.
You can also arrange for DVC to take the dues out of a bank account in monthly installments. They will then take 12 equal payments and not charge any interest.
