IMO, you shouldn't take the new job.
The $2 raise will be eaten up by the extra gas and mileage you'll be using to commute, not to mention the extra time you'll be spending.
Since you will be eligible for COBRA coverage, you may not be eligible for state insurance.
And what happens if you hate the new job? You'll really be a bind for coverage then.
