Regarding on the shoulders, I think there is a rule prohibiting this, at least based on our experience. Our youngest son has autism, and one day when he was younger, I had been carrying him for quite some time to help keep him regulated. In an attempt to give me a break from carrying, my husband thought it would be fun to put him on his shoulders - not at a show or parade, just walking around the park, so it didn't interfere with anyone's view of anything. A CM immediately approached and very politely let us know that they could not permit kids on shoulders at any time for safety reasons. I'm a rule-follower and my husband is . . . not. So a few days later in a different park, he tried it again while walking around (over my objections!) Same result - CM politely approached and let him know it's a safety issue and they can't allow it.
