Jet blue carry on...

Trying to figure out the carry on measurements for jet blue. It's says 22L but is that including the wheels? I'm guessing yes but just want to be sure. Or do I just measure the suitcase itself without including the wheels. I have a bag that's 23 with wheels. Don't want to go with that and have them say gotta check it!

Well, the wheels have to fit in the overhead bin, so yup....include the wheels in the measurement.
