Is the free Dining for AP Holders out?

The only thing out right now is for Disney Visa cardholders.

Its not a rumor. With the current offer you have to buy at least a 2 day ticket to qualify for the free dining. This offer should be available to the general public next week. We are AP holders and the % off discount works better for us, two adults only, no kids.

Since, as of this year, you can add dining to AP discount rooms (aka, you don't have to buy tickets) does anyone think free dining will be extended to annual passholders? By the time I purchase a two day base ticket for my group, I've spent an extra $660. Not wasted money...it can be upgraded to annual passes later but I was hoping to keep this trip within a budget.
