What options do we have for this late or early arrival at MCO? Does ME still provide transportation then? I think we would have to get our own luggage or trust the to deliver it the next day correct?

Also we are thinking of staying in a value that night and getting our DVC the next day. Can ME just deliver our luggage to the DVC since it is technically the DVC day when we arrive? I would hate for the to send it to the value, then we are checked out and playing in the park. Then we would check into our DVC and not have our luggage or have it transferred again.

How do we streamline the luggage if there is ME so late.

DME runs 24/7, so as long as you have a reservation, you'll have transportation. However, luggage services won't be running that late, so you'll need to pick up your luggage from baggage claim and take it to the bus with you.

That means you'll need to arrange baggage services to switch your bags while you're at the parks.

As already noted, DME luggage delivery is not running between 10pm and 5am. So you will have to get your own bags in any case. They will be put beneath the bus you are riding on and handed to you when you reach your resort.
If you decide to stay at a value resort that first night (a good idea), just leave your bags packed and ready to go. I'm not even sure the luggage assistance people will be working at this time of night at a value resort. So, keep the bags with you. Then, in the morning, take them to Luggage Assistance and let them move the bags to your DVC villa. Your villa most likely won't be ready yet, so they will be put into storage when they get there. The bags also take a fairly long time to get to the resorts..so plan accordingly. It could be past 5pm when you get them!!!
The other alternative is to take a cab over to the DVC resort when you get up. Take your bags with you. That way, when your villa is ready, your bags will be at the resort already, and you can get them brought up to your room when you want them.
