I'm not sure how you think it's a rip-off.
You don't think it resembles IOA's at all? Both are part dark ride/part 1st person movie, where the vehicles move on a track in addtion to rotating. Both themes involve the riders "helping out" Spiderman, both begin in the Ghetto while the film part later captures the NYC skyline, Jonah Jameson blabbering at the beginning, the police sirens, the truck driver, Daily Bugle front page billboard, Scorpion breaking through a brick wall, Electro shocking everyone, Doc Ock, Green Goblin throwing a fireball, not to mention the style of the closing music. Sorry I didn't go in alphabetical order. Yeah most of these are in the original Marvel story, but so are a lot of other ideas that could have been used.
Ignoring specifics, I think the basic flow and direction of this ride are startlingly similar to Uni's.
I understand all of that.

Looks to me like MIB, with a Spidey theme and storyline closely approximating Uni's Spidey attraction....
So what?
I imagine this is what your average ignorant Disney fan thinks Universal's ride looks like.
I see far more similarities to MIB and even Buzz Lightyear than to the 4D Spiderman at IOA.
Of course the stories are similar....they were created by the same company about the same character! Everybody knows Spiderman lives in NYC, and we all know who his enemies are...who else would he be battling in the ride??
I think it looks like a pretty good attraction. It definately is more interactive and has more of a story than MIB or Buzz.
