...but I have heard there is somewhere you can go at Disneyland to find out if a particular character will be out that day, and if so, the details of where to go to meet them.
How do I go about finding out? In particular I want to meet Foulfellow and Gideon.

You can go to City Hall or the Information desk in front of the AP Processing Center. They can give you rough extimates of where a character may be and when but it is not always 100% accurate information. Some characters are not out very often. I have only seen those ones out at Halloween time.

I have seen Gideon on main street late at night in APril.

There is a "character finder" number that any cast member with a phone can call for you to find out when and where any character is scheduled to appear on that same day. We have asked to have that information many times and it works great.

Foulfellow and Gideon are tough ones, but sometimes they are out in Fantasyland.
