Two words: draw bridge. A very small draw bridge that would only have to open twice an evening. Not a big deal if they wanted to do it.

Have you ever been in Epcot when they open the drawbridge there to move the stuff from Illuminations? They have to post a couple of CMs on each side of the bridge. Otherwise, stupid guest would try to do something stupid.

Where the Electric Water Parade comes out from behind the MK, there are no CMs there. Disney would have to post them at all hours of the day and night to keep stupid guests from doing stupid things.
