Could we upgrade our flights using our virgin frequent flyer miles?

To upgrade flights using miles then seats have to be booked in certain fare codes which are not the ones allocated to VH. Most times it is almost cheaper to buy the cheapest fare in PE than it is to book an upgradeable E fare and use miles to upgrade.
