I know I book at "2020 rack rate" but what rack rate does that refer to? The typical rack rate for that time of year? The highest rack rate for the year for that resort/room category? Just trying to come up with my strategy for next year before calling (I'll likely book what I can afford without a discount, and hope for a discount later at some point to upgrade).

Expect to be quoted Holiday Season rates. Be pleasantly surprised when it's lower, but keep in mind it'll probably end up being about 5%more.

You will have to carefully watch for when discounts come out so you don’t miss them. One of the reasons I use a Disney specialized TA.
