I seem to recall there being a restaurant

The OP is probably thinking of Pinnochio's where Its a Small World launches.

Yes could either be It's A Small World or San Angel Inn at the Mexican Pavillion at Epcot.... that one you don't have windows to see out, it's just there overlooking the boats.

The one in Disneyland is the Blue Bayou & it's gorgeous inside. I really wish they'd add that to the WDW version.

El Pirata y el perico was located across from the POC, but when we were down there in October it wasn't operational. It depends on what time of year you go, but it still didn't have a view of the boats being loaded.....you may be thinking of San Angel Inn in Epcot WS - Mexico....where you can eat and look at the boats going through the El Rio Tiempo: the river of time ride...or the Cantina de San Angel which is also located near the Mexican building and it's located along the WS promenade...you can watch the transportation boats on the river from there

I have been several times to the restaurant in the POTC in Disneyland Paris Resort as the atmospheare amazing and just so different as the people on the boats shout out "Bonne Appetite" as they go by while you are eating.

It is also very dark!

WDW does not have this restaurant though, and others say DL has it too.

Yes it is in Disneyland Paris - I have eaten my Christmas Dinner there - very nice food.
