I think so...but I can't figure out how to access the cloud. When I sign on, it doesn't give me an option to see my photos. Is this something I access through iTunes?? I'm not real savvy with the whole cloud thing...
I think you are making the right choice.
As far as your photos, if they have your phone filled up, then they are probably not on the cloud because they probably exceed your free cloud space. Also, if you did not set up your cloud- they aren't there. I know that none of mine on my old phone were on the cloud, and I don't have my new phone set to save to the cloud either as the free cloud storage is not large enough. What we do to store photos is we transfer a copy of the photos to our desktop, then we burn them to a CD or external hard drive to have a back up copy. (Actually, we usually make two copies, and store one at our house, and then store one at my Mom's house- yep we may be a bit paranoid about losing our family photos). Then, I can delete all but my favorites from my phone (with 64 GB, I haven't bothered to delete much yet). If all you have is a laptop, and it does not have an internal optical drive, you can put a copy of the photos on it and save them to a flash drive, or attach an external CD drive burner to burn a CD, or save them to an external hard drive for your back up copy. We don't do flash drives because they are so small, we know we would lose them, but a lot of people do. With a laptop, you probably don't want to keep them all stored directly on it because they will take up too much space- we just leave them on our desktop because there is plenty of room- I would just make a couple of back up copies- make sure they work, and then delete to save space. I know way too many people that have lost all their phone photos. You definitely need to back them up somewhere.
