I have two questions - do I need a reservation number or something like that in order to make ADRs to something like Cindys Castle?

How far out can I make the ADR to Cindy's Castle?

No you do not need a reservation number to make ADR's at any restaurant. Anyone can make reservations whether they are staying at a disney resort or not. however there are timing differences for non resort guests. I believe that you can make reservations 180 days in advance if you are staying at a disney resort. To do that, you would need the reservation number in order to prove that you are a disney guest.
