I dont really understand the use of dinning plan credits for this

I found this on a website - I am still confused, someone PLEASE explain :goodvibes

Disney Dining Plan Snack or Merchandise Certificate from August 13 - October 7

As a special offer, Guests who choose to dine in Quick Service locations using their Table Service entitlements will receive a certificate at the Quick Service locations for their choice of one of the following items: two (2) snacks, a collectable Disney Trading Pin and lanyard (pin design may vary), or a "Where the Magic Lives" poster featuring Mickey and his friends. All items are subject to availability.

Guests who choose the two-snack option can redeem the certificate at any Quick Service or Outdoor Foods location or participating Merchandise locations (both snacks must be redeemed at the same time, in the same participating location).

Guests who choose either the pin and lanyard set or Disney poster may redeem the certificate at select Merchandise locations (listed on the certificate).
 
To me it seems like a way to offer something to those guests who didn't make ADR's and get there and find they can't get into a restaurant to use their credits. At least, this gives them an option and might ease complaints that could occur.
 
It is for the free dining too, I believe. I think some people don't want to waste time eating at a sit down place and would rather use the counter service. Unforunately, we have ADR's for all our TS.
 

Yes, as said by another poster, this is for the people that didn't make ADRs and now can't get into any TS meals (at least the more popular ones). It's also good for those that don't want to use all their time for a TS meal.

What's New and Changed

Here are a few items of relevant news:

Between now and October 7th, guests using the Disney Dining Plan will have a few new options. Right now and ending September 4th, the food courts at the All-Star Resorts and Pop Century Resort will be offering special menu items that use a Dining Plan Table Service Credit - your choice of Prime Rib, Salmon or Turkey. Through October 7th, Guests who opt to use a Table Service Credit at a Counter Service location will receive a certificate which can be exchanged for either two snacks, a poster featuring Mickey and friends or an official Disney Pin Trading lanyard and pin. (All items are subject to availability, pin design may vary.) This is a good option for those Guests who discover extra Table Service credits on their last day!

These, and other added dining options have been added by Disney due to the huge popularity of certain dining-included vacation packages offered for this period. It's been reported that Disney expects more table service dining between now and the beginning of October than they usually encounter during holidays. Need we say, Advance Dining Reservations are a must?
 
The TS places are pretty full so they are offering a way to keep you out of them by using your TS credits at CS places plus we found the TS meals take a lot of time even with ADRs so this may be useful to some people who don't want to take the time with the nicer places to eat and enjoy the parks.

And yes you can use it on the Free DDP too!!

We had a few TS credits left towards the end of our stay and used them at CS places just to get a few free pins for the kids to use to start pin trading. They did not care that they were really cheap. They could still trade them with the CMs.
