My theory is that they pulled Jambo for potential NBA and realized that they could not legally shut out owners who were already booked there once the hotel side opened to guests.

I think they pulled Jambo for potential NBA, but not as a player accommodation. For player accommodation they need to be able to bubble, and with Kidani that was not going to happen.

However, when you displace everyone from CSR, you gotta rebook them somewhere. The most common reroute from an overbooking at CSR is Jambo.
